Research DFU mode.

After the restore, it would probably still be activation-locked. You'll still have to know the password for the last Apple ID that was used with it (password, not PIN).

OK but i dont remember.. i called some guy in repair center and saids me they can do it so its not a dead end and if they do it why i cant .. so not i dont have idea for nothing i need to know how restore this ipod and i see anybody knows

If you know the iCloud password, but you don't know the lock PIN, just connect it to a PC with iTunes and do a DFU mode restore. Log-in with the same iCloud ID you used before and you're good.

If you're really the owner, there should be a way to recover the password via iTunes as long as you remember the email address. If you don't remember even that, then come on.
