How high can it be OC.

Hi guys, it's been awhile...

I build my last PC back in April 2007 and it worked well for me for past 2 years.
My original specs were:
Mobo: Gigabyte GA-965P-DS3 (rev 3.3)
CPU: E6600 Conroe 2.4GHz
CPU Cooler: Artctic Cooling Freezer 7 Pro
RAM G.Skill 4GB (4 x 1GB) DDR2 667 (PC2 5400)
Video: XFX GeForce 7600GT 256MB GDDR3 PCI Express x16
Audio: Audigy 2 ZS
HD: 2x WD 74GB Raptor 10K RPM SATA in RAID1
PS: SeaSonic S12-430 ATX12V 430W
DVD: Samsung 18X DVD±R 12X SATA
Case: LIAN LI PC-A05B
OS: Vista Ultimate SP1 64bit

I recently decided to make some upgrades to my system starting with reformatting my C drive as it creates clutter after awhile.
Also since prices came down a bit I want to upgrade Memory, CPU and Video Card

I went to Micro Center and picked up 8GB of Corsair Memory (XMS2 4GB PC-6400 DDR2 Memory Kit (Two 2GB DDR2-800 Memory Modules)) for $55 after rebates. Now I'm running 8GB
I originally wanted to buy new CPU Q9300 2.5GHz for $179 and new Video Card 9600GT. I decided not to get Video card yet as I don't play much maybe Assassins Creed and Spore from time to time and my current card performed well enough. (I also running 2 ACD 20" monitors of that card)
When I started thinking about CPU I wanted to figure out how much performance gain I will get with new CPU over old one. I still might do it but before I wanted to try to overclock my current CPU to I don't know 3.0, 3.2 or even 3.6?

What is the best STABLE speed people were able to archive with this kind of CPU/Mobo setup?

Should I be able to do what I want only modifying the BIOS (FSP and Voltage) or I need to go further?
