I'm trying to create a website.. I don't have enough technical skills to build one.. is it possible?

I'm thinking of hiring someone to do it for me.. how much will it cost?
 
to put it simply... I just want a website that has the same function of half.com
I want to bring the sellers and buyers together.. and I take a small percentage of the sale

it doesn't have to have the bells and whistles as long as it does that one simple thing easily and efficiently
