How good is MasterCard on online fraud protection?

I bought something from a guy in Canada via PayPal (and I did have a balance in my PayPal account) and the guy never sent me the item or my money back. I filed a complaint with PayPal, they said "Seller is guilty, but we can't help you."

I have that email saved for all purposes, is there anyway I could get my money back by taking all my money out of my PayPal account and calling up MasterCard? Anyone have good experiences with them?

Mastercard should take care of it for you. Call them up, be polite yet firm and they should help you no problems
