How good are the fans that come with *retail* cpus ?

Which cpu? Intel or AMD? Can't speak for AMD, I usually buy AMD in oem package. As for Intel's, the heatsink/fan combo is very good. I built my bro's comp with it and was able to overclock the 1.8 Northwood to 2.2 easily. The system is very stable. I do plan to replace mine with the Thermalright AX-478 and good 80 mm fan. Why? The Intel's fan is a little bit loud, not bad, but I want it quieter. Already have 5 fans running beside the cpu's fan.

The fans that come with retail processors are designed to be adequete for your CPU if you run it in spec. Simple as that.

im buying a xp2000 i wan wondering how loud they are ? is there a quieter / better fan ?

im not going to OC at all i just want a quiet pc my current pc sounds like a jet engine

so far im using an antec 300 smart power supply
a thermatake smart fanI 80mm variable speed
i just need a quiet cpu fan that is good enough to cool a stock 2k

The stock fan will be moderate in noise, around 32dB. If you want something quieter AND better in cooling, a Panaflo L1A 80mm fan on a Thermakright SK-7 or SLK-800 heatsink would be very good. There are other good heatsinks you could pick too. If you do get one of the Thermalrights, make sure to slide the heatsink as far away from the solid end of the CPU socket as the clip allows, and make sure to put it on with the stepped end over the solid part of the CPU socket, as with almost all SocketA heatsinks.

My stock Celeron 1.4 (not overclocked) has an excellent fan. It's a little loud, but is very good quality. It starts up fine at both 7 V and even 5 V and keeps the heatsink cool enough. Warm to the touch with 100% utilization (OGR), but that's all. At the full 12 V the heatsink gets only slightly warm but it's too loud. At 7 V it's audible buy very quiet, and at 5 V it's practically inaudible.

I thus have it running at 5 V.

The side of my case is open right now (it's not a permanent thing, just a transitionary thing), and with 4 case fans running, a sCSI hard drive, and an actively cooled GF3 Ti200, the most annying sound coming from my PC is the Retail HSF. I have to tap on the middle of it a few times every time I start up or it vibrates funny. It's terrible. I'm not one to be bothered by noise (if my case were in one piece, it'd have 9 running fans in it!), but that fan is annoying. I'd go with what mechBgon said. The only thing I'd suggest is that you take a look at PC Power & Cooling's Silencer Fans. They're the quietest fans on the market IMO - yes, quieter than L1As - and they push more air too (27CFM vs. 23CFM).

I have bought some before and they absolutely rock. And before you ask, yes, they actually DO push more air, it's not just a marketing ploy. I believe it was Gizzo's fan database that tested the two and found that the Silencers filled up a plastic bag with air faster than the L1As, which validates the claim.

Hum, glad to hear that I'm not the only one hearing that funny noise coming from the Intel retail fan. This is why I'm putting in the AX-478, after I'm done lapping the dang thing. Seems mine has a very rough surface, unlike all the reviews I have read which said the surface is mirror-like.
