How fast and what cooling do I need to make it go that fast?

Not that i know how to do it, but a good database of how people have done w/ the 700E can be found on www.overclockers.com. Go to the CPU database and you can see a lot of diff mobo/coolant combos and resulting speeds.

Anywhere from 700 up to about 1080Mhz
It all depends on your chip, mobo, memory, video card, etc etc etc
Cooing depends on what you want and need: air cooled, peltier, water etc
In other words there is no set answer for the SL45Y. It's a cBO stepping so probably not as high or cool as a cCO.

933 stock voltage, stock HSF.

not a problem, I can run 980 at 1.7V no probs. but i back it down cause I dont need the extra boost yet. (less chance of my expensive CPU going down)

I am only getting 903, but I think it's video related. I am using a FOP38 for cooling.

What voltages are safe to run -- I am going to put mine in a new ASUS CULS2-C MB and see if it will run faster than 700. When I tried it a long time ago in my ASUS P2B-F, it would not boot at default volatage and Windows still froze up at the first increment. I also had video problems (after it froze up I had to reinstall my video drivers to get my ASUS GeForce 2 GTS video card to work, so I quit trying. How high can I safely go on the voltage to get this stable at 933 (that is enough fo rme if I can get there).

By the way, I saw some coolers at CompUSA (I know you guys hate them) -- What do I need to look for for a better cooler -- what makes one better than the other I guess is what I am asking.

You should be able to run @933 with default(1.65) to 1.70v on most 700's. You would be safe however up to 1.95v if you have proper cooling and maintain full load temps below 45-50C. The max spec for the 700 is 2.10v but I would not really recommend setting above 1.90v.
