Semantics aside, it's an Allendale CPU with 1MB L2. In most applications, the performance difference is small to nil.
"Small to nil" between the E2160 and what?

I thought the extra ram was really only good for people who run games at high resolutions. Not sure if the OP is planning on doing that

I would like to run currnet games at 1680x1050, but dont have to. I remember reading somewhere to only get the 640 if gaming at 1600x1200 or above.

The main thing is I am looking for the best performance per dollar. I dont want to succumb to the law of diminishing returns.

I'd say get a x1950 then, and dump it when second gen dx10 cards come out. I agree with zig3695- if current dx9 written games will stress it, then when fully dx10-compliant games come out, it'll be time to get something new anyhow. Even if you decide to get an 8800, or 8600, the prices on those will go down significantly when 2nd-gen cards come out.

Whoa, that's really cheap. OP if you use programs that might utilize 4 cores, then I would consider holding off until the quad cores are out or buy this celeron then wait. If you don't need that kind of processing power, then get the E6450 only because the E4300's don't always overclock well.

9800 is due for christmas, but we won't be seeing an update on the r600 anytime soon, exept for the 1gb version. I bet when 'fully dx10-compliant games' come out, an 8800gtx or a 2900xt 512mb will be just fine and most likely an 8800gts 640mb too.
