Yes. There seems to be neither rhyme nor reason for the power, aside from the 1 minute maximum post separation time.

It isnt random, and is seemingly not to difficult to figure out...

If OP is posted at 4:22:01 there are 59 seconds for the first reply to hit and become the OP...
