How does mailman work?

I'm setting up a mailing list for a company, and currently all the 3000 or so members are in a contacts folder in outlook. Mailman is installed on their server, but not sure what exactly it does. They need a program that would be announce only, and do html messages. Also automated user management to so a bounce or two will remove the user, and they can also remove them self by either a web page, or reply to with REMOVE or something. Been looking through the mailman manual, but theres lots in there and I'm having trouble parsing through it all. Can mailman do what I need, trying to figure out if it can do just an announce only type of thing.
