How does it snow if the temperature is 37 degrees?

Hmm, higher altitudes = colder temperatures

37 degrees in an area implies ground temperature. The air where the snow is coming from is definitely cold enough for snow. Snow falls, it is not hot enough to fully melt it. Lots of this happening = inch+ of snow.

All rain begins as snow in the upper atmosphere. If the ground temperature is not cold enough to melt it, then it will still fall as snow. 37F and snowing is what I call 'white rain' though, because it rarely sticks.
