How does a thread get ***OFFICIAL*** and ***CONFIRMED*** status?

I was wondering and I did a quick search, hope this isn't a repost... but I was just wondering... why some threads have "Official"/"Confirmed"... do the AT mods give it the ok or..??

I think it is pretty stupid that people use the official and confirmed tag so often in their post when they say stuff like: ***OFFICIAL*** ***CONFIRMED*** There is some snow on the ground ***OFFICIAL*** ***CONFIRMED***.

It is way overused. I could see if it was a breaking news story that has JUST been posted on cnn.com but otherwise it is up to the asshat that makes the post.
