Fixed. The only complaint I have about the avatars is the limited selection. Custom avatars is right up there in the bad ideas list with allowing embedded images in posts.

There are potential for abuse, copyright infringements, etc.

On Feb 29,2006, the option was made available for those that wanted to do so.
Apparently that options existed for one day only.
