<< Tone vs bulk is a big myth. Other than muscle development that can be affected by doing different excercises there is no difference between "bulky" and "cut" muscles on the same person. If you want bulk you develop your muscle size. If you want tone you lose body fat. It's that simple. The greater the proportion of muscle to body fat you have the more "cut" you'll look. >>
True, I think he is trying to develop size -- so lifting heavy weights and eating high quality (and adequate quantity foods) is a good strategy. After he gains size, he can lose any fat that is covereing the muscles, making him look more ripped. If he is a hard gainer lifting weights may not acually make his muscles much larger. But if one diets while trying to add muscle size, it is not usually as effective.
