How do you use a web page as wallpaper in XP?

There used to be a Windows feature that let you use a web page as wallpaper. Anyone know how to set that up in XP SP2?
 
Start | Settings | Control Panel | Display | Desktop (tab) | Customize Desktop (button at the bottom) | Web (tab) | Check the My Current Home page box or setup a page you want. Apply changes, all done.
