How do you tilt the view in Google Earth?

This use to be easy to do with older version of Google Earth but ever since 4.0, the bar on the upper right would zoom in until it gets close to the landscape before tilting. I am running into the same problem with google ocean, I can't tilt the view and can't dive into the water to watch seabed.

Anyone having the same problem?
