How do you seperate a toolbar from the taskbar?

I want a toolbar on the side of my screen and the taskbar on the bottem... how do I do this? I am using windows 98...
 
Assuming you're talking about the Quick Launch bar, just drag the right "notch" onto the desktop or wherever you want it.

EDIT: Actually I think it might be the left one.
