How do you read the numbers on the back of a P4 cpu?

I still dont understand how you tell the date on the cpu

It's the "3209" part of the code.

"3" is the code for Costa Rica ("9" is Malaysia)
"2" is the year code for 2002
"09" is the work week of the packaging. So the 9th week of 2002.
