If giving him the boot isn't an option, and he lives close enough, get him to invest in wireless. A lot of neighbors are sharing bandwidth now days, and get him to pay half the cost.

hey that gives me an idea... wasnt there a 20% reserved bandwidth for XP or something... i took that off... but you think if i set it to something like 95% itll slow my system down?

1. Unplug the cable
2. Power down the modem.
3. Apply a large magnet onto the cable.
4. Ask him to leave.
5. Return to 56k service.

The 20% (be default) is reserved ONLY IF YOU HAVE A QOS APPLICATION RUNNING ON YOUR SYSTEM. Since you likely do not, there was no need to 'take if off' as it makes no speed difference (nor does setting to 95%).

If you want to mess with the QoS Settings in XP :

Start -> Run -> Type in "gpedit.msc" -> Double Click Administrative Templates under Computer Conguration -> Double Click Network -> Double Click QoS Packet Scheduler -> Double Click "Limit Reservable Bandwidth", change the radio box to "Enabled" and change Bandwidth Limit (%) to something like 90% then should be alot slower.

Physically type in 99% if you want it to be REALLY slow.

To make sure QoS is enabled on your computer goto Start -> Control Panel -> Network Connections -> (whatever your network is, usually Local Area Connection #1) -> Make sure QoS Packet Scheduler is checked off.
