How do you make XP send a clickable URL link instead of an attachment????

Say I find a website that I'd like to share with my friends, then say I select 'Mail' to send the link, why oh why does winXP send this as an attachment???? Is there a way to change it back to the way win98se does this (I.e. just a clickable link in the message body)????

That's what I am doing right now, but I'd like to get back to the method I was used to in win98. I was hoping it was just a setting somewhere that I haven't found it yet.
