How do you make this ascii character?

If you go to http://google.com/trends/hottrends and see the number 1 search trend it is a swastika. How do you make this symbol in ASCII/Unicode? And a question i guess for somebody else, why would it be added to the ASCII character set after WWII?

EDIT: Well its not #1 anymore, must be moving around during the day.

Clicking on the link reveals this:

It appears that Google is displaying a swastika as ?. This appears to be some sort of chinese character, but the swastika is well known for usage in Nazi ...

To test, I copied it and some surrounding text to the clipboard, pasted it into notepad and when trying to save was presented with this:

This file contains characters in Unicode format which will be lost if you save this file as an ANSI encoded text file...

So, it's not ascii since ascii, strictly speaking, is only 7 bits. Some refer to the special characters with the eigth bit set as negative ascii.
