how do you lock out features in WinXP?

hi.. i have a computer loaded with WinXP Pro. and i want to set up a logon for my daughter, with power-user access, but i dont what her to be able to change any of the control panel options, like the display options, or screen savers, or to even delete certain files. i dont want her to even be able to run explorer.exe or IE, can this be done?
