Ok i've always relied on using the HP recovery disk when I do my reformats and it automatically installs Win98...and I can upgrade to winxp from there. But how do I install an OS with out the HP recovery disk or say a computer I built ?

Assuming you have the win98 from Microsoft, simply place it in your cdrom drive and the pc will boot from the cd. if your bios allows CD booting.

Bios not supported go to Bootdisk and download boot floppy. When finished booting type x:\setup where cdrom drive and that it. if it one of those HP recovery CD i think it is, then it will only w/ HP PCs

If the computer can boot from cd-rom, then you can install windows using the windows cd during bootup.

Edit: Wow, 3 similar replies at the same time. :)

If the HD is fresh all you have to do is boot from the cd and follow a few simple steps. Make sure you grab a bag of chips or something though because it's not a fast process.
