How do you get the Black Color Scheme?

I saw some people's desktop and laptops in a black colored scheme. My Windows XP doesnt give me the black color option, I'm wondernig where can I get access/download of this.

Nope 😛

And no, it doesn't help the OP, because I don't know what they want, you can change colors in display settings anytime, but to change the whole theme is big work. I just use a different shell and download themes, like the one in my screenshot. The themes are more involved though, so it's not for novice users.
