How do you download DirectX completely?

I'm took pity on someone an AOLer with 56k and I need to download XP and 98 versions of DirectX It's 8megs, but the webinstaller is only 200k. Theres some command line trick, but I can't find it except for some french/german sites on google.
German French The forum's commands don't work.. is there any way in English?

Edit: I found this direct link to microsoft's site and am downloading a 32 meg executable I hope is smart enough to tell XP from 98. If it doesn't work, I'll re-edit the post.. thanks.
