If you have slightly under $75 to spend (or even less than $50), a Radeon 9100 variant is the best card for the money, and if you have $100 or a tad bit more, a Ti4200 or Ti 4400 will do a lot better than the FX-5200 (though new games will be hard for the Geforce 4's). If you can though, try to get a Radeon 9600 Pro, but that may bring you a bit over $100 unless you're lucky.
As for why the FX-5200 is slower than the GF4 4200 to 4600 family, well nVidia marketing is just weird like that.
