How do they call states when only 1% or so reported?

Combination of exit polls, pre-election polls, how that state is suppose to trend and finally that 1%.

The take statistical samples and if the result is outside the error, they call it.

Say it Texes and it's 60-40 +/-5%, you can call it.

I thought they wanted to stop calling states so early in this election as it can have an impact on other people's choice to even vote. Voter turnout does seem to be very impressive though.

Really. Especially when cnn says bush is winning 152 to 102, but in 5 mins they changed. Just wait for tomorrow morning. :)
