OK, I work at a small graphic design company. A coworker of mine is designing an ad to be printed in a local newspaper. So, she calls up the newspaper's advertising department, and asks the lady there for the size of a 1/4 page ad (actually I forget how big the ad was suppsoed to be, but it really doesnt matter).
So, the lady at the newspaper, says "hold on, let me get my ruler" She then proceeds to measure the ad in on old copy of the newspaper, saying "hmm... what's the third mark past the inch? um, hold on, I need a better ruler". When all is said and done, she comes up with a different measurement than the same size ad was when it was printed last year. The reason reason my coworker called in the first place, was because last year, she designed the ad at the size this woman told her, and it printed at the wrong size. This year, she comes up with different sizes, and from the sound of it, she doesn't even know how to read a ruler.
Keep in mind that this woman's held this job for at least a year....
