How do the laws treat people born on February 29th?

I was wondering how the law treats people born on February 29th? For instance, if you can drive at a certain age in your state, do you reach that age on February 28th or March 1st in non leap years?
Can you drink on the 28th or the 1st?
And if the law treats it as either the 28th or 1st what happens if you it IS a leap year? In those years does it revert to the 29th???

I remember going to a casino on my 18th birthday because you receive a $25 gift certificate. If I remember correctly they let me in on Feb 28th. I didn't go out on my 21st b-day.

It's simple. If your birthday is Feb 29 then on the 28th you are your age and on March 1 you are your age +1. So, you aren't 16 or 17 to drive or 21 to drink until March 1.

It's quite simple.

Let's say you were born September 12th. Would they let you in to the bar on September 11th? How about the 13th?

The answers to those questions should point you in the right direction.

That agrees with my original thought that you are not a year older til your birthday, under the law.
Which would mean that you are not, say, 21, until February 29. Since there is no 29th in non leap years you wouldn't have reached your birthday on February 28th, so indeed for the purposes of the law you would turn 21 on March 1st.

It would make sense to me that(for legal purposes) their birthday would be on march 1st any other year.
