How do people get pulled over in traffic?

I see this almost everyday going to and from work. We go like 5 - 15 mph in traffic, how the heck did you get pulled over? And traffic goes on for miles so at no point could the person have been speeding.

I was thinking some thing small like maybe you don't have the right year sticker on your license plate but its like almost every work day so I don't think they have that many people. Plus you must have really sharp eyes to catch those.

Car pool lane violators?

I see a lot of people in traffic trying to drive down the shoulder, but
I can never figure out how cruisers even get to pull someone over in heavy traffic
 
Car Pool lane violators..... people trying to drive in the breakdown lane... people swerving in and out trying to make their trip shorter...

 
Here on I-66 in Northern VA the state police have someone sit on the shoulder just after a turn and he radios the other officers when an HOV violator is coming. The other officers are just a little ways down the road pulling over violators/handing out tickets. They use motorcycles and regular cruisers.

Even though it can sometimes screw up traffic I am glad they are doing it. Those people in mercedes/lexus/bmw's aren't special enough to ride in the HOV without 2+ people.

and there are a TON of HOV violators.....

I used to see this every morning on my way to work. Oregon has metered on-ramps (lights controlling flow of traffic onto the highway) & I'd see several cops at one on-ramp with a few people pulled over. I always wondered WTF all these people were doing right in front of a cop to get pulled over.

Finally figured it out one day when I happened to use that on-ramp. Turns out one of the three lighted lanes is carpool.
