How do parking tickets in NYC not violate the 8th?!

So how does being bloomberged not violate this? Maybe its not excessive for his multibillion dollar ass but it is for us common people.

New (or newer) revenue trick is to give no standing violations in municipal parking lots....a $35 ticket is now suddenly $85 bucks...I've have to take quite a few traffic cones/markers and batteries to make up for that.

fine by me, i'd rather them fine rule breaking people more money than have them increase my taxes to increase revenue!
