How do I use a pic on my PC for my cell wallpaper?

I'm tech savvy but never really got into the minutia of cell phone stuff. I just want to take a small picture I made on my PC and make it the background wallpaper of my Samsung Katalyst (T-Mobile). It would seem the most straightforward way would be to connect my PC and phone via bluetooth; I need a bluetooth dongle for my PC to do this, yes? Is there any free web utility I can use to send it?
 
never used T-Mobile but will they let you email the pic to your phone as a MMS and save it? That's what I did on Verizon, I found a thread somewhere that gave the exact screen resolution of my phone I just resized and sent it, real simple.

really depends on provider & phone, some providers lock BT transfers and some phones have it locked.
