Symptoms are: PSU powers up, no post or picture on monitor, tried a both a PCIE video card and the motherboards on board video but no go. Just got a new MB Asrock A780GXE to replace a motherboard I thought was bad, it was asus board. What happened is sparks were coming out of PSU and then right after that I couldn't get a post on the old asus board. Tested Video card and Ram in another system confirmed they were fine. Bought a new PSU which I am sure is powerful enough. Put new system together and no post. PSU starts and CPU fan spins but the fan on the Video card doesn't spin and no picture. Tried the onboard video but again no post. I am positive all the components except new mb and cpu work. Question is could the symptoms be dead cpu...(psu starts, cpu fan starts, video card fan doesn't spin up and no Picture). Thanks.

try using different ram yet? once that is done i would consider RMAing the cpu, otherwise it's still possible your system wont post cause the ram is bad

I tested the Ram in another system and it worked. So based on my symptoms you think the CPU is bad?

Have you tried the CPU in another MB?

btw was the CPU OEM or retail and has it been overclocked? The reason I ask is that if the CPU is overclocked (unless its an Extreme version), then the Intel warranty is void. Ditto if you've lapped the CPU. The Intel warranty also doesn't apply if its OEM; you will have to speak to the shop that sold you the CPU (depending on whether its inside their warranty period as well).
