How do I stop Windows Explorer from popping up when I insert a CD/DVD?

I've tried setting everything under the autoplay tab to "do nothing" but I always get the explorer window for that drive popping up when I insert a cd/dvd. I know it must be possible to turn it off because it's turned off on my other PCs! This is on my HTPC and it's annoying as hell because it pops up ontop of my HTPC app.
