Well he's paying rent to his friend who owns the condo. The owner has contacted management many times already. The owner contacted management yesterday and they've decided to call the management and police every time a noise violation happens. Thanks for the entertaining suggestions and if there's an update that's worth posting, I'll be sure to make one.
