Just run the program itself with process affinity set to your favorite core.

As zerogear said you can turn in off within the settings inside of L4D. Setting the affinity to 1 when the game is trying to use 2 sounds like a bad idea.
Open up the game, got to settings then graphics section, then on the advanced tab. There should be a multicore option there that you can enable or disable. This will stop the stuttering with only a tiny decrease in FPS.

L4D is a broken game.
The stuttering if you leave multicore rendering enabled is a widespread issue.
It seems that watching task manager though, it doesn't really disable the usage of the other cores...but it does stop the freezing/stuttering, so whatever...
