How do I show hidden files and folders permanently?

Under the Folder Options of Explorer in Windows XP, I can't seem to keep "Show hidden files and folders" remain checked - it keeps reverting back to "Do not show hidden files and folders. How do I fix this?

Open Windows Explorer

Tools/Folder Options

View/Show Hidden Files and Folders

Click button Apply to All Folders

Click Yes

I always click "Apply" first, to make the changes apply to the current folder. And THEN click "Apply to all Folders".

But, yeah, I've never seen this not work properly on an XP box. And I've worked on quite a few of them.
 
I've never had problems with this before either in any machine i've seen.
You may have a reinstall on your hands!
 
This was a fresh install of Windows. I don't know what went wrong. I also checked another computer and with the same problem. Perhaps it was a windows update that caused the problem. I eventually reinstalled Windows again and the problem is not there at the moment.
