How do I setup teamspeak for UT3? or any other games?

Don't remember much...

Basically, I want my little cousin to play online and be able to talk with othe players...

Teamspeak is not configured per game. Some games have their own built-in voice, and that is a different matter entirely. It is also unique to each game, so you will have to run the game and find the voice options to find out how to set it up. Usually it's as simple as checking a box.
