How do I set refresh rates in Win2k to be used in D3D or OpenGL?

When I play BG2 in win98 using 640x480 my refresh is 150Hz, when I do this in Win2k my refresh is 60Hz. Suffice to say, my eyes hurt after a few minutes. I use a GTS 64MB card and in win98 there is an option in the display properties to set the refresh rate to "optimal" but I dont have this option in win2k.

Are there any utils out there that will let you specify refresh rates to be used?

Is your monitor set to "Plug and Play Monitor" in Win2000?
I've had that problem before, when I'm set to "Default Monitor" and that monitor is a POS...
on PnP Mon the Video card always matches output to the best the monitor can handle at that res.
I don't make any settings changes, I just change res and my refresh goes to the max capable for that res...

Edit: Well technically it's the best refresh both Video card and monitor can handle at that Res/Colour depth but with my Radeon 64MB with a 350Mhz RAMDAC and a 17" monitor maxed out at a measly 1600x1200x60Hz that effectively becomes "what the monitor can handle" ;) I'm pretty sure the Ramdac on a GF2 Ultra is enough to max out most monitors to.

If you go to http://www.geforcefaq.com there is a question there that says something like "my refresh rate in games is always 60hz". If you look at the answer, there is a link to a little program for win2k that lets you setup refreshrates for geforce's in win2k. I have a geforce ddr and use this program, and it works great.
