How do I set program access restrictions in XP Pro or Win2K?

Basically, I want to block being able to run any program except for the ones I specify. Kind of like a whitelist. How would I go about doing this in Windows 2000 or WinXP Professional?

Start > Run > gpedit.msc and go down to the location shown here :camera:. Also get your users onto Restricted User or Limited accounts if practical.
