How do I set file sharing to read-only in Windows 2000?

I don't understand all the sharing options in Windows 2000. Under permissions for my Downloads folder, I set Everyone has ability to read but cannot change. This makes it so that people can browse but not actually get files. I want it so they can browse and get files but they can't delete or modify the files. How do I do that?
Also, for some reason, one of my shared folders won't show up over the network. The folder is Drivers and Updates. It has the same sharing permissions as the other folders but it just won't show up. Any help would be appreciated. Thanks.

Check your permissions on the directory's properties page. See what permissions are set for "everyone". Note: you may have to add DOMAIN\Everyone on the permissions page.

main question here is are you using the NTFS file system? NTFS has both a sharing and security setting for folders, subfolders, and files. the settings are quite intuitive, whereas the FAT32 file system makes you kinda go "wait... does this mean EVERYONE will have access to this?" i recommend using NTFS if you are worried about file security.
