How do I partition before formating?

I want to reformat my 60 gig hdd, long story. What is the command once Im in dos to reformat? not a quick format, but a big long nice one 🙂

I know how how to format. I would like to know how to partition now. I know to use fdisk on a win98 startup disk, but how do I do it before formatting?

thanks, now I have anotehr question. I have an IBm 60gig and a 20gb maxtor. I formatted the IBM in one partition(mistake) but I dont feel like reformatting it again. I would like to:
A) partition my maxtor into 2 part (one windows and one storage)
B) reformat it
C) change the drive letters (I dont want my maxtor to be C:\)

thanks John, you've been a big help. One last question...
My IBM is ATA 100, and my maxtor is ATA66. I have my IBM as slave, and maxtor as master. Will this bring the IBM drive down to ATA 66 also?

and partition magic will allow me to change drive letters?
 
Yes and yes to both of your questions. The slowest drive will dominate the IDE Channel. When you partition the drives, you should be able to change drives names and letters around.
