How do I make a webpage :)?

I just registered my own domain name, and am looking to finally get into coding webpages again. Unfortunately, the last time I did any web design was when I was 13 (I'm 17 now) and that was just basic HTML.

What would be some good books or websites to look at? I'm interested in learning php, CSS and basically, anything that could help me build a kickass personal site.

What SyahM said. Another good place to go is Webmonkey. Also, just surf around and find things that you like about other sites and incorporate them into yours. CSS is great to use, perhaps one of the best general tools in web design these days.
