How do I link to a specific page section???

You know, like when some people want to link to a certain post, and they make it so when yoou click the link it scrolls down the page to a certain point...?

The page they're linking to has to be divided up into those sections. There are tags like so: <a href="#allposters"> ...that refer to a specific link down the page, which in this case is labeled: <a name="allposters">. The Return To Top links all point back to the same reference at the top of the page.
