Any decent MIDI sequencer will allow you to change the note velocity and channel volume.

Good Lord! I nearly had a seizure! That sequencer had more flashing lights and slidersand nobs than I have ever seen before. All I want is a program that is really simple.

www.anvilstudio.com has a free midi file reader / editor. You can raise the overall volume, or any of the instruments.(change them too) It gives much more than you're asking for, but it is about as simple as it gets to edit a midi file.
