How Do I Get Rid of That Damn Colored Right Scrollbar?

Is there someway for Windows 98 to disable this in IE5? This damn thing is annoying. Why would I want a colored scrollbar that fails to match the color scheme of the rest of my desktop? Plus, those idiot webdesigners use colors that makes it difficult to distinguish the size of bar.
