How do I get lean?

Im quite toned, my chest, arms are fine, my abbs show when I tense but there is a little bit of extra skin. I want to look more lean in the face too. Should I aim for about 1000 calories intake a day and continue running 45 minutes every two days?

I'm no nutritionist/health expert, but 1000 calories sounds too low if you'll be running that much, assuming you're an average size male.
 
Swimming is generally considered a good excercise.

Eat as much food as you like.
If you believe low-fat works, cut out the fat.
If you believe low-carb works, cut out the carbs. (Starch and sugar, not fiber.)

But dont worry about calories. They are a measure of energy from the food you take in. You need energy.
Concentrate on the food itself. If you get 1000 calories a day all from Twinkies, you'll lose ground over time.

WTF more do you want? You don't realize how lucky you are already? Most people that try to lose weight are actually overweight, so don't whine about your skin covering up your abs. Sheesh, some people here are such whiners.
 
1000 calories is FAR too little.

No diet should ever go below 1500 calories. For your size, 2000 calories should be minimum, I would think.

And you're too thin as it is. Why not add some weight training in with your running? Building muscle will make you look better, burn more calories, and be leaner.
 
Oh and on the issue of extra skin:

You've probably been spending too much time looking at muscle magazines.
I too have seen all the ads with before and after pics of ripped people.

Let me explain something right now, the ONLY difference in the two pictures is cosmetic.
The guy in the After photo is exactly the same as the guy in the Before, just one week later. He got a quick tan, shaved his body hair, and deliberately dehydrated himself to dangerous levels (to tighten the skin).
He has had NO more excercise or supplements between the two photos.

Just pay attention to carb intake. Limit yourself to 50 carbs a day and in several months, you'll have lost the flabby.

whine? I am just asking. Not like I am crying about it. Just the lower part of my abs I want to help define, yet there just a layer of skin I want to get rid of.
 
167 @ 6'1" is too skinny? Wow, have we really convinced ourselves that we're not overweight? 167 @ 6'1" is not "too skinny." I was 6'3" and 175 in high school and was never a stick figure - I'm at 190 now at 23, but I'm also quite a bit more muscular. Frankly I wouldn't mind losing some gut flab too, which I've been working on.

Keep up the cardio, lower your calorie intake where you can (junk food, soda, etc), change your intake to more protein/less carbs.
 
1000 calories is wayyyy to low. 2000 +-200 would be optimal. Any less and you will just loose muscle. And start weight training....

A 1,000 calorie intake will put you well below the requirements for an average person - that's starving yourself, and you will PUT ON weight that way because your body enters starvation mode.

Watch what you eat, make sure what you're taking in isn't junk and you can theoretically, eat as much ask you like. The key is moderation of what you're taking in, making sure that you're taking in a relatively equal amount of everything - i.e. not too much meat, not too much bread/grains, etc.

On the other hand, you don't really have to watch your vegetable intake to make sure it's "low" enough. Eating dark green leafy greens in mass quantity never killed anybody.

Keep in mind that swimming a.) dehydrates you very quickly, and b.) does not provide the same amount of cardiovascular benefits that running, biking, or rowing will do.
