How do I get into folders that say "Access is denied"?

You cannot get into those folders because they belong to the previous Administrator (which has a diff SID from your current SID). This happened because of the reinstall. What you need to do is open up Explorer. Go to Tools > Folder Options. Click on the View tab, and scroll all the way down. Uncheck 'Use simple file sharing'. Once you do this, the Security tab should now show up. Once you do this, you can click on the Security tab and change the ownership of the folder and its content to the new Administrator whereby allowing you to set permissions on the folder.

EDIT: I'm assuming you use XP.
