How do I get Full Screen video on my digital tv tuner card?

This is the wintv2000 program for hauppage wintv-d digital tv tuner card. I cant get it full screen only about 640x480. When i maximize it a black background fills the screen but the tv picture only takes up a quarter of it. Or is it the case that this is the max size I can get.
 
What kind of cable feed is going into the tuner card? If it's an HD signal, its broadcast resolution is most likely the standard 480p (640x480 equivalent). If it even let you run the tuner at a higher resolution, it would just blow up the pixels, which would degrade picture quality.
