How do I format a drive as FAT16??

I need to format a drive to FAT16. How do I do this?

Can it be done from windows XP or win98SE?

In disk management (right click on my computer then select manage) you can create a partition FAT, FAT32, NTFS.... FAT=FAT16. Remember max partition I believe is 2GB.
