How do I fix the refresh rate in WinXP for my Radeon?

I'm using the 3276 drivers from ati's site. Windows and powerstrip detect the refresh rate at 85mhz. But the monitor and my eyes tell me its only 60 mhz. Is there anyway to fix it.

Make sure the max refresh rate is set properly under the "Displays" tab.
